Maritime Safety and Control Officer
The Maritime Safety and Control Officer will be responsible for supporting and developing enforcement procedures to make sure that Ports of Jersey (as the Jersey Harbour Authority) can effectively enforce the relevant maritime laws within Jersey’s waters.
The role will be primarily focused on the development of enforcement policy and education, with a strong emphasis on stakeholder engagement and education, but the role will require the post holder to undertake investigations and prepare case files.
The Maritime Safety and Control Officer will support the Duty Acting Harbour Master and respond to enforcement duties in accordance with the Enforcement Policy.
The postholder will be sworn in as an Acting Harbour Master, further solidifying their authority and responsibilities within the Jersey Harbour Authority. Additionally, following completion of the Search and Rescue Mission Coordinator (SMC) qualification, and with the required post qualification experience, the postholder is eligible to join the Duty Officer Roster.
Key Responsibilities
- Within working hours respond to reports of regulatory infractions such as, but not limited to: vessels speeding, pollution incidents, vessel collisions, vessel contact. Upholding the Harbours (Inshore Safety) (Jersey) Regulations 2012.
- Conduct on water patrols with the Marine operations team of known areas of regular infractions such as St Brelade’s bay and St Catherine’s at key times.
- Supporting the Maritime Compliance and Standards team to ensure efficient administration of exams to candidates.
- In coordination with the Maritime Standards team and the Marine Quality and Environment Manager prepare detailed incident reports and gather evidence for legal proceedings.
- Advise and support the Harbour Master on the issuing of Harbour Master warnings.
- Assess Regulation 6 Permit applications and carry out associated inspections and local fishing vessel inspections.
- To produce accurate and timely reports, undertaking regular analysis, interpretation and presentation of enforcement statistics
- Regularly meeting Permit Holders on site throughout their operation fostering a positive relationship and culture.
- Organisation of Local Knowledge Endorsement Exams (LKE)
- Responsibility for maritime enforcement updates and notify relevant stakeholders.
- Routine checks and calibration of breathalyser equipment.
Skills, Knowledge and Expertise
- Maritime operations experience
- Hold the Powerboat Level 2 qualification.
- Understanding of Jersey maritime legislative and regulatory landscape.
- Ability to nurture and develop relationships with key stakeholders.
- Health and Safety management experience, the IOSH / NEBOSH would be desirable.
- Awareness of industry best practice and how to apply locally.
- Ability to work with infrequent instruction and using own initiative and judgement, often under pressure.
- Have experience in collating evidence, interviewing techniques and report writing.
- Strong investigative and problem-solving skills.
- Excellent judgment and analytical abilities.
- Strong focus on customer and stakeholder engagement.
- Broad and innovative thinking.
- Ability to work with infrequent instruction and using own initiative, judgement, and experience, often under pressure.’
